Yes. Paste the playlist URL or its list= id and BulkTranscripts retrieves the available transcripts in playlist order. Public and unlisted playlists work; ids of any length (13, 18, 26 or 34 characters) are fine.
YouTube tells everyone except the owner that a private playlist does not exist, so it cannot be read. Open the playlist on YouTube, choose Edit, set Visibility to Unlisted or Public, then paste the link again. Nothing is charged for the failed attempt.
No. A transcript can only be retrieved when the video has an accessible caption track. Videos without captions are skipped, reported, and never charged.
