Biden not going to his nominating convention in Wisconsin; gets racist with CBS reporter

So, what is the news so far today about Joe Biden? First, AP says Joe will not be traveling to Wisconsin to accept the Democratic nomination. Second, when asked by a CBS reporter in June whether he would take a cognitive function test, Joe said yes he does, "constantly." When asked this week by the same reporter, Joe became indignant and asked why he should take one, telling the black reporter it was like the black reporter having to take a drug test because he is black.
