Yanaşmamız sadəcə reyestr hazırlamaq deyil, risklərin ölçülə bilən, izlənilən və idarə olunan prosesə çevrilməsini təmin etməkdir.

Yəni qurumda bu sualların cavabı aydın olmalıdır: İnformasiya aktivləri müəyyən edilibmi? Bu aktivlər üzrə əsas təhdidlər və zəifliklər tanınıbmı? Risklər necə qiymətləndirilir? Riskin səviyyəsi hansı meyarlarla müəyyən olunur? Riskin azaldılması üçün hansı tədbirlər planlaşdırılıb? Hər risk üzrə məsul şəxs və icra müddəti varmı? Çünki informasiya təhlükəsizliyi riskləri reyestri sadəcə Excel cədvəli kimi hazırlananda real idarəetmə alətinə çevrilmir. Düzgün yanaşma belə olmalıdır: İlk öncə aktivlər görünməlidir, sonra təhdid və zəifliklər müəyyən edilməlidir, daha sonra risklər qiymətləndirilməli, sonda isə hər risk üzrə konkret emal tədbiri, məsul şəxs və icra mexanizmi olmalıdır. Bu mərhələdə dövlət qurumları üçün ən faydalı addım, fikrimcə, mövcud vəziyyətin qısa qiymətləndirilməsidir. Çünki çox vaxt problem reyestrin olmamasında yox, onun Qaydanın tələblərinə uyğun strukturlaşdırılmamasında olur. NK 411 üzrə risklər reyestri artıq “kağız üzərində sənəd” kimi yox, rəhbərliyin qərarvermə prosesinə dəstək verən idarəetmə aləti kimi qurulmalıdır.
