Numbering Agencies – by country, ISO country code, and membership status.
As of 12 June, 2026 there are currently 120 NNAs with full member status and 5 NNAs with Partner status.
To assist countries where no National Numbering Agency (NNA) exists, three numbering agencies (CUSIP Global Services in the US, WM Datenservice from Germany, and SIX Financial Information have been designated as Substitute Numbering Agencies (SNAs). Areas of responsibility have been divided geographically among them, so that global coverage is achieved.
Once a country has appointed a National Numbering Agency, that agency and the substitute agency work closely together in order to ensure a smooth transition of the numbering function. The SNA for a country may also step in to assist the appointed NNA with operational issues.
ISIN Prefixes and the associated jurisdiction reference are based on the ISO 3166 standard.
Membership Levels
ANNA has two levels of membership for National Numbering Agencies:
- Full members are NNAs that have been operational for two years as partner members of ANNA, and are voted in by the ANNA membership;
- ANNA partners are NNAs that are operational NNAs waiting for partnership eligibility and NNAs that are working to become fully operational.

Working Groups
ANNA works with the industry to continuously develop and promote standards in-line with industry needs and market evolution.
ANNA’s work with industry is primarily conducted through permanent Working Groups (WG) focused on strategic matters, and Task Forces (TF) that present results to the ANNA General Meeting within a limited period.
Working Groups
WG1 (Assisting Markets)
Primarily, assistance is given to the applicants of ANNA membership and partnership in all ANNA related matters as well as to new members and partners. Members of this WG are representatives of the four Substitute Numbering Agencies (CUSIP Global Services, SIX Financial Information and WM Datenservice).
WG2 (ISIN Quality and Guidelines)
This Working Group is focused on topics related to the guidance on ISIN allocation. The WG is also in charge of the periodical review of the ISIN allocation rules. All members are invited to contact the WG if they have basic questions/problems with regards to ISIN allocation. The WG has already developed several versions of the ISIN Guidelines that are provided through the ANNA website.
WG2 Subgroup (CFI & FISN)
Two subgroups established under the WG2 to focus on the ISO 10962 CFI and ISO 18774 FISN standards, named WG2 Subgroup CFI (WG2 SG CFI) and WG2 Subgroup FISN (WG2 SG FISN), respectively.
WG6 (ISIN:LEI Link) – inactive
The ANNA ISIN:LEI Working Group (WG6) is responsible for reviewing matters related to the provision of an ISIN-LEI Link by the ANNA Services Bureau to the Global Legal Entity Identifier Foundation (GLEIF). Set up as part of a cooperation established between ANNA and GLEIF in September 2018, the group serves as a forum for addressing practical questions around the ISIN-LEI Link and the creation and maintenance of the ISIN:LEI Link according to the Operational Protocol which should be followed by ANNA Members in the technical implementation and daily operations.
WG7 (Digital Assets)
This Working Groups is established as the successor working group to the WG2 Subgroup on Digital Assets (WG2 SG DA) as an independent working group focusing on the distinct subject matter of digital tokens in scope for ISIN allocation. The WG2 SG DA was formed as a result of recommendations made by the ANNA TF 22 Technology Taskforce.
The WG7 will incorporate the activities previously undertaken by the joint ANNA-ETS Digital Asset Task Force, established to ensure ISIN and ISO 24165 Digital Token Identifier as complementary standards for digital assets, following the designation of Etrading Software Ltd. as Designated Numbering Agency (operated by Digital Token Identifier Foundation of XT-ISINs for tokenized referential instruments.
WG8 (ISO P-Members)
The ANNA ISO P-Member Working Group (WG8) is established as a permanent working group focusing on strengthening collaboration among National Numbering Agencies (NNAs) from jurisdictions that are P-Members (Participating members) in ISO TC68 and/or SC8. WG8 provides a platform to facilitate information sharing, broaden awareness of ISO activities, and increase participation in standardization efforts. The overarching responsibility of WG8 is to provide insight, guidance, and recommendations regarding ISO standardization processes, particularly within the scope of ISO TC68 and/or SC8. It also encourages greater participation in ISO activities.
Task Forces
TF 21 (Benchmarks) – inactive
The focus of this newly formed task force is on improving coverage and data quality of ISINs for benchmarks. Benchmark Administrators interested to participate and contribute to this Task Force should contact the ANNA Secretariat at [email protected]
Regional Groups
ANNA Regional Groups share, coordinate and discuss topics of regional interest and assist potential ANNA members and partners. They report to the ANNA membership on the results of their meetings in regular intervals.

Meet Our Members
ANNA Members: National Numbering Agencies (NNAs)
At the heart of ANNA are the member National Numbering Agencies (NNAs), responsible for ISIN, FISN and CFI assignment and maintenance. NNAs, appointed by their respective national financial regulator, are the central point for knowledge in their jurisdictions and are able to assist their local communities and help elevate any local challenges or concerns to the international level.
Once NNAs have assigned the identifiers and their associated data, ANNA works to consolidate the global data set via a centralised depository, the ANNA Service Bureau (ASB), to maintain data quality and build global interoperability.
What the NNAs do
- Collect registration data including issuer information, type of instrument, its terms, and countries where it will be traded
- Assign an ISIN and a CFI to the instrument
- Gather additional financial identifiers from other sources to enrich the identification of the instrument
- Contribute identifiers, data and updates to the global database maintained by the ASB
- Validate registration data and maintain its accuracy over time
- Provide ISINs and CFIs to users on request
- Serve as Substitute Numbering Agencies, assigning ISINs and CFIs for nations that do not yet have National Numbering Agencies
