Solving the problem of pavement car parking in residential streets

Residential areas frequently suffer from problems caused by car parking. This can take the form of cars parked on the road getting in the way of other drivers, cars parked on the road causing cyclists to have to swerve around parked cars (can be dangerous especially for less confident cyclists) or cars parked on the pavements (sidewalks) causing nuisance and danger for pedestrians.

Such problems can be addressed by redesign of the street, and there are many good examples of this in the Netherlands, including on many streets in Assen such as that shown above. The first picture, from Google Maps, shows how the street used to look up until very recently. The second was taken today as I cycled along this street.

These houses and the street which they are built alongside, date from the 1930s but existing trees on just one side of the road were recently taken up and replaced with trees on both sides of the road combined with parking bays.

Note that while the direction of motorized traffic was changed recently, this street has been one-way except for cyclists for some years. Routes for cyclists are unravelled from those for drivers. This is a useful through route with a bike, but not with a car. This makes yet another example of how segregation of modes is achieved without building cycle-paths.

Other examples:
This street in the newly built suburb of Kloosterveen uses the same design to keep cars off  a series of streets which together form a direct route only by bike. This is the only photo in this blog post of a new development.
A different way of achieving a similar result can be to use concrete setts through which  the grass can grow.
In some areas, bollards are used to control parking, This is a one-way street with cyclists excepted.

Sometimes, parking bays are built on-road, alternating from one side to another. This is again a street which makes a good through route for cyclists (linking up with the bridge shown in this video) but which goes nowhere for drivers. In this case, the permitted side of the road for parking alternates, which makes the road meander and serves to slow traffic.
All the streets in these photos have 30 km/h or lower speed limits. In this case with a smooth speed bump with a cycle by-pass on both sides and parking bays for cars on one side of the street. Again this street does not offer a useful through route by car.

The bays can be made quite attractive, improving the green look of a neighbourhood rather than  resulting in residential areas looking like car parks.

This process of improvement is continuing right now on streets across Assen as more residential streets get this treatment. Where possible there is always enough car parking so as to avoid parked cars becoming a problem. This is how drivers are persuaded not to leave their cars in places which cause problems for cyclists and pedestrians.

In the Netherlands, people are not discouraged from driving by providing inadequate car parking spaces (as has been done to disastrous effect in the UK) but are provided adequate spaces to park their cars while cycling is made attractive by making cycling routes more convenient.


Dutch homes provide secure cycle parking by law but most other countries do not. In either case it's a good idea to use a secure bicycle lock on any parked bicycle.

The highest modal share for cycling in the world works due to carrots, not sticks.

Transformation of a city centre street

There are many things about streets in the Netherlands which are misunderstood. For instance, many people write that Dutch cyclists "still share with drivers" on many streets. It's true in the literal sense, but streets here are not the same as streets in other countries such as the UK. This can be difficult to understand, as the difference is not so obvious as when there is a segregated cycle-path. However, even on streets like this, cyclists benefit from a form of segregation of modes without cycle-paths. It's not "sharing the road" as many people think of it because routes for drivers and cyclists have been unraveled from one another.

In this post I show a few streets in the centre of Assen and show how they work for cyclists and drivers such that despite their appearance, they are optimized for cyclists. After watching the video, read further to see a map showing the layout and  towards the bottom of the post for photos of what the same streets looked like in the 1960s when they were optimized for drivers.

This video shows the route for bikes directly through the city centre along Noordersingel, Nieuwe Huizen and the most Southern part of Groningerstraat. It's shown on this map in red:

Click for Google Maps. The video follows the red line from bottom to  top. Drivers are directed by the one way system along Javastraat, Jan Fabriciusstraat and Het Kanaal. This removes them from the route through the centre taken by cyclists.
These used to be the busiest streets in Assen for motor vehicles. However, they were redesigned, using a one-way system which prevents motor vehicles using it as a through route. Drivers now have to take the streets in yellow, which are optimized for driving and which have traffic lights on them.

Note how the The cycle route is more direct and doesn't have delays caused by traffic lights, but drivers can't use it because for them it is no longer a through route. By these means, the streets are calmed and cyclists are given priority in the central area. This has been so successful that very few moving cars are encountered by cyclists on these streets now - a huge contrast with the older situation. Note that in many places, this street is less than 12 m in width. That figure includes all available width including pavement (sidewalk), parking, cycle lane and road.

In the video we ride from right to top/left from approximately 0:45 until 2:02. This photo shows how the same streets looked in the 1960s.
This is how the junction at 1:15 in the video looked in the 1960s. Note how pedestrians had to walk on narrow sidewalks behind barriers which prevented them from crossing the road wherever they wanted to and how there was "not enough space" for cycle-paths on these streets. This is similar to many current British road layouts.
This junction appears at 1:38 in the video. In 1965, this was the busiest junction in Assen and traffic lights were needed in this location. There is a blog post and video specifically about this junction.
There are shops on these streets which sell items such as washing machines and televisions. These are the types of goods which many people would rather transport by car than by bike. They can do so. You don't need any special permission to drive along here, these are still streets which are open to all users including drivers. However, the way in which they have been developed prevents their use for through traffic.

This is an example of segregation of modes without cycle-paths. It works. Even in the city centre. Due to their central location, and that they remain a through route for bikes even though not for cars, these streets are very popular with cyclists. A count here showed nearly 9000 cyclists per day using these streets: a very impressive figure in a small city of just 67000 people.

Streets which some commentators from outside the country think are "shared equally" with motorists are in my experience never anything of the sort. This is not a rare arrangement, but a very common one in streets like this - optimized for cycling, but allowing access to drivers. Where there is significant through traffic, cycle-paths are required to preserve an acceptable level of subjective safety. That includes just North of where the video in this post ends.
Access to this road by car is possible, but it's not a through route by car any more so people drive here only for access.
While cycling always benefits from segregation from motor vehicles, that does not mean that all cycling is on cycle-paths. There is not a one-size-fits-all solution for all streets. Sometimes segregation is achieved by moving cars elsewhere. It is very easy to get an incorrect impression and to miss things like this. Unfortunately, some people visit the Netherlands and go home again still with the wrong impression. This is why we offer study tours and encourage campaigners and planners to come on them. They are a means to explain how details like this work, and to show people actual working examples.

You'll note that where the road is busier, there are cycle-paths because you can't achieve a high enough level of subjective safety for mass cycling on roads with a large number of motor vehicles.

One way streets in the UK and the Netherlands

This excellent bridge is one of many small bridges which provide cyclists in Assen with a more direct route than they would have by travelling by car. As you can see, it's the usual width for cycle facilities here, giving 4 metres width for bicycles and an additional 2 metres for pedestrians.

This bridge is a small facility in itself, and it's what has been done with the residential roads which link with it which I find really special.

While there are quite a lot of resident's cars parked along these streets, there are very few moving cars. These streets only provide through routes for cyclists, not for drivers.

You would only travel by car along these streets for access to properties on them.

The one way system exists in order to give cyclists greater permeability through the city. It makes cyclists journeys shorter and more convenient, and bridges such as the one shown help to make sure that only cyclists and pedestrians can benefit from these shorter routes.

There is no "rat running" in a location like this because driving here leads to longer and slower journeys by car. These roads do of course all have 30 km/h speed limits.

Due to the almost total lack of motor vehicles, the effect is of a segregated cycling experience without any actual separate cycle paths.

The map shows how it is useful. My marks in red show a cycle path which is part of my route in the top left corner and the bridge at the bottom. The pinkish line shows part of my route that day on these residential roads. You'll see that virtually every one of these small roads is one-way to motor vehicles. Every single one has an exception for bicycles. While there very many roads which are one-way for motor vehicles in this city, I have yet to find a single one which has the same restriction on cyclists.

This shows a fundamental difference in the thinking behind one way systems in the Netherlands vs. that in the UK. I can't claim to have seen every Dutch one-way system, but I've seen a few now. And they don't have the same emphasis that I've seen in Britain.

Rather, British one-way systems tend to look like this one, which was sometimes part of my cycle commuting route when I lived in Cambridge:

This is a race-track for cars. While it's right in the middle of the city, this is an A road - the busiest classification of road in the UK except for motorways.

There are several sets of traffic lights, the speed limit is 30 mph / 50 km/h and high levels of acceleration are the norm. There are always at least two lanes heading in any one direction, and as many as four at the North Eastern corner. It was difficult to ride around this on a bicycle at a sufficient speed not to feel in danger when changing to whichever lane you might need for whichever direction you were heading in.

A few skimpy cycle lanes around it didn't do much for cyclists. You can zoom in on the map and take a look for yourself. Or indeed, have the thrill of "cycling" along it yourself using Google's street view. Remember to turn right into Croft Holme Lane, and right again into Victoria Road. Look out for pot-holes as you go, as well as the cyclist in the terrifyingly narrow cycle lane outside the Portland Arms:

Lately there was an addition of a way to cycle on the pavement through the middle of this mess in a North-South direction, which I found quite relaxing after years of negotiating the roads. However, it is far from perfect. It manages to increase an 80 m straight line route to about 110 m in length, and it includes no fewer than 3 traffic light controlled crossings (+ one zebra which pedestrians have priority at, but not cyclists) and a couple of rather too tight bends into this short distance. What's more, the part of the pavement marked for cyclists to use varies between 1.5 and a maximum of about 2 metres in width even though it's for bidirectional use. This is very far from adequate.

There is another type of one-way street in the UK. The type which exists in residential areas. An example from Cambridge is below. It may initially seem similar to what happens in the Netherlands, but it is not:


The emphasis here is on maximising car parking space at the expense of pedestrians. Cars are encouraged to park half on the already narrow sidewalk, leaving little space for pedestrians. Such streets have to be one-way for drivers as clearly there isn't room for cars to travel in both directions. However, they are also generally one-way for cyclists - meaning that cycle journeys to these houses are longer than they should be. In any case, travelling in the opposite direction on a bike leads to conflict with oncoming drivers. It is again an example of a one-way system which is designed to convenience drivers, and while this particular street has a 20 mph speed limit, drivers frequently exceed it.

On such a road it is no longer possible for pedestrians to comfortably walk on the sidewalk. People pushing babies in prams often have to walk in the road due to the obstruction of the sidewalk.

In the UK, permission has only just been granted for "except cyclists" signs to be tried out on one-way streets (follow the link and read the comments beneath to get a flavour of the usual anti-cycling vitriol which accompanies any such small step forwards). However, while road design remains biased towards motoring, this change will not be as useful as it should be.

The crossing shown in the first photo never makes cyclists or pedestrians wait more than 8 seconds. If I cycle this way into the city centre, this maximum 8 second delay is the only traffic light that I meet.

One Way ?


Assen has quite a few one way streets. These are used to stop roads from being through routes for cars, and work to prevent rat-running in residential streets and keep the centre of the city empty of motor vehicles.

However, there isn't a single one which doesn't allow cyclists to travel in the opposite direction.

They all appear in areas where there is relatively little traffic and the speed limit is always 30 km/h ( 18 mph ).

Signage to allow this is as simple as an "Uitgezonderd Fietsers" ("Except Cyclists" - sometimes using a picture of a bike) beneath the one way or no entry sign. It works very well, and allows cyclists to make those shorter and more convenient journeys which have to be possible in order that cycling has an advantage over driving.

Back in Cambridge where we used to live, a debate still rages about allowing cycling in the opposite direction on one-way streets. It really is time that the UK in general got to grips with the benefits of cycling and started to encourage it. However, note that what does not happen here is relaxation of one-way restrictions on busy streets. These one-way restrictions are used to make the roads un-useful for through traffic and relatively empty of motor vehicles while allowing cyclists still to make direct journeys using the entire road network.

There are many examples of infrastructure which make journeys shorter and more convenient by bicycle.
