CODE-NGO, media hold dialogue on PEACe Bonds

The Caucus of Development NGO Networks (CODE-NGO) conducted a roundtable discussion Monday with members of the media to clear confusion over the Poverty Eradication and Alleviation Certificates (PEACe Bonds).

The matter of the PEACe Bonds has stirred much publicity and controversy since the recent appointment of former CODE-NGO chair Corazon “Dinky” Soliman as Social Welfare Secretary by Pres. Aquino. It has also generated interest as the bonds are set to mature in October 2011. Throughout the discussion, CODE-NGO and some business reporters lamented that some facts about the transaction are not being properly reported, were twisted or just disregarded.

“We are here, conducting this dialogue because we want to keep the public informed. We want to be transparent and honest regarding the conduct of the PEACe Bonds transaction and how the trading gain from the private capital market, is being managed and used for poverty alleviation” said CODE-NGO executive director Sixto Donato Macasaet.

The net trading gain of P1.4 billion was remitted to CODE-NGO by its agent, RCBC, which bought the PEACe Bonds through a public auction from the government in 2001 and sold them in turn to private investors. The Arroyo administration, on the other hand, received the full net present value of the 10 year bonds at that time, which was P10.17 billion.

The 1.4 billion trading gain, which are in fact private funds, has since been entrusted as an endowment fund to the Peace and Equity Foundation (PEF), which manages and preserves the fund for poverty alleviation projects. The utilization of the fund as well as PEF accomplishments has always been made available to the public through its website, http://www.pef.ph/.

Former PEF treasurer Senen C. Bacani, however, clarified that neither PEF nor CODE-NGO has information on how the money generated from the auction of the PEACe bonds was spent as the P10.17 billion went to the government and not to the CODE-NGO network.

“Critics are barking up the wrong tree. CODE-NGO and PEF can explain how the 1.4 billion, a private fund, is being utilized for projects to assist poverty-stricken Filipinos, especially those in the rural areas. But if you want to know how the P10.17 billion government money was spent, it would be best to ask the people who ran the government at that time.”

Vitaliano Nanagas II, a banking and financial adviser, refuted allegations that the auction of the zero coupon bonds was rigged. The banks involved in the public auction acknowledged that the CODE-NGO offer was lower. The sale was conducted through an auction, wherein the lowest bid wins. CODE-NGO and its agent RCBC had to outbid 14 prominent banks to purchase the PEACe Bonds.

“We were out-bid,” said Nanagas. “I was working for a bank at that time and honestly, mas mababa talaga yung submission ng CODE-NGO.” (RCBC's bid for CODE NGO was truly lower than ours).”

CODE-NGO board members were asked if they were willing to face another Senate investigation into the PEACe Bonds. Macasaet and Bacani said they will continue to appear in inquiries whenever asked, and present documents supporting the legality of the PEACe Bonds. Moreover, regarding the current congressional hearings on the issue, they are hoping for a final report from the House of Representatives to bring closure to the matter, as declared by the Resolution author, Cong. Rufus Rodriguez. The Senate and the House separately investigated the PEACe Bonds in 2002, but neither ever released a committee report.

“We are willing and ready to appear at any hearing to show there is nothing illegal about the PEACe Bonds.”

Bacani ended the forum by assuring reporters that Hector Soliman, spouse of Dinky Soliman, was never involved in the PEACe Bonds transaction. “It is true that Hector was Corporate Secretary of the PEF board, but I assure you he had nothing to do with the PEACE Bonds. He has long worked with NGOs and is known to those in the PEF Board who come from NGOs. We asked him to help out with the SEC registration of PEF and that lasted for only about five months.”

CODE-NGO: No law broken in PEACe Bonds deal

The Caucus of Development NGO Networks (CODE-NGO) today told members of the House of Representatives that rules were not bent to favor CODE-NGO in the sale of the Poverty Eradication and Alleviation Certificate (PEACe) Bonds.

CODE-NGO executive Sixto Donato Macasaet said in the House of Representatives Committee on Good Government and Public Accountability inquiry on the PEACe Bonds that the controversial transaction “followed all legally mandated and required government procedures.”

Macasaet added that the Arroyo government did not favor CODE-NGO, and even rejected their proposal for a negotiated sale of the bonds – even as negotiated bond sales are legal and have clear and generally accepted rules. The zero-coupon bonds were instead auctioned by The Bureau of Treasury to Government Securities Eligible Dealers (GSED). CODE-NGO and its agent RCBC Capital had to outbid 14 prominent banks to purchase the PEACe Bonds.

The sale of the bonds to CODE-NGO and RCBC raised P10.17 billion for the Arroyo government in 2001. The bonds were then resold by RCBC, for CODE-NGO, to private investors, thus generating the P1.4 billion trading gain that has been used as an endowment fund for poverty alleviation programs.

CODE- NGO also belied allegations that Social Welfare Secretary Corazon (Dinky) Juliano Soliman was involved in the Peace Bonds transaction. Soliman resigned as chair of CODE-NGO in January 2001 when former President Gloria Arroyo appointed her as DSWD secretary, and was hence no longer connected to CODE-NGO when the bonds were issued in October 2001.

Macasaet clarified that Atty. Hector Soliman, spouse of Sec. Dinky Soliman, also had no participation in the PEACe Bonds transaction. He only assisted the founding of the Peace Equity Access for Community Empowerment Foundation (PEF), which managed the endowment funds donated to it by CODE-NGO for poverty alleviation projects. PEF was registered with the SEC on Nov. 27, 2001.

PEF Board Members sought Atty. Soliman’s help in its founding year as “he is known as a lawyer working for the poor, and with NGOs.” Atty. Hector Soliman resigned as PEF corporate secretary on March 1, 2002.

International Day for the Eradication of Poverty

Bangkok, 17 October 2010— Decent and productive work is one of the most effective ways to fight poverty and accelerate the achievement of the Millennium Development Goals, says the United Nations Millennium Campaign in observance of the 2010 International Day for the Eradication of Poverty.

This year’s observance focuses on decent work, meaningful employment, income-generating livelihoods under the theme of ‘From Poverty to Decent Work: Bridging the Gap.’ The theme underlines that combating poverty is linked to the satisfaction of basic social needs, including education, health, food, sanitation, shelter and clothing, as well as the provision of sufficient work opportunities as stipulated in the Millennium Development Goals (MDGs).

“Different facets of poverty are manifested in every MDG being off track. When a child doesn’t go to school or a family cannot afford health or sanitation, the underlining cause is poverty,” says Minar Pimple, Regional Director, UN Millennium Campaign Asia and the Pacific Regional Office.

Almost 70% of the world’s poor live in Asia and the Pacific region, according to the UN Asia-Pacific Regional MDG Report 2009/10. Whilst Asia and the Pacific is anticipated to serve as the engine that pulls the global economy out of recession, the same report shows a contrast picture to that speculation. Hundreds of millions of people in this region are still left in appalling destitution—living on less than $1.25 a day, lacking clean water and sanitation, their families devastated by the tragic and needless deaths of mothers and children.

“Asia and the Pacific region are at greater risk of losing development gains made during the past decade and even plunging deeper into poverty should the global economic crisis persist. Thus the fight against poverty is of extreme urgency and should be put at the forefront of national development policy. It must go hand in hand with efforts to accelerate the achievement of the MDGs,” he continues.

A clear resonance of the global call against poverty was made last month when millions of people around the globe joined the annual Stand Up Take Action Make Noise campaign, sending a message to end poverty to the world leaders gathering at the Millennium Development Goals Summit in New York.

The subsequent MDG Summit agreed on an action agenda to intensify the global poverty fight, recognizing the importance and urgency of investing in economic and social policies that foster job creation and promoting decent labour conditions as measures to eradicating poverty, strengthening economies and building peaceful and stable societies.

Echoing the UN Secretary-General’s message on this occasion, Mr. Pimple emphasizes that, “Widespread economic uncertainty and fiscal austerity should not be excuses to do less. Rather, they are reasons to do more to meet the target of ending global poverty by the 2015 target. One way of doing so is to strive to expand job opportunities and safe working conditions everywhere.”

Join the Flash Mob for Universal Primary Education on Trinoma Activity Center on January 22

Aided by Web 2.0 tactics, silence and spectacle, Manila’s socially conscious youth will take part in a Flash Mob for the Future at the Trinoma Mall Activity Center on Friday (January 22) 6PM to highlight their disappointment with the slow progress in providing Universal Primary Education, which is part of the Millennium Development Goals (MDG), a set of goals committed to by world leaders in September 2000. With the motto, “Maki-alam, makialam!” the participants will be asking that more attention be given to achieving MDG 2.

Flash Mobs, performances meant as disruptions, came into being in New York in 2003. A product of new social formations brought about by Web 2.0, Flash Mobs have been used extensively in the West as symbols of nonconformity with societal norms. People meet and make plans over social media, such as Facebook, with stealth as one of the main pre-requisite actions. On January 22, participants from ten youth organizations, including the Far Eastern University of the Philippines’ Dance Company and Young Public Servants (YPS), who are part of the iMDG online community of MDG youth activitists, will come together in a show of unity. Other iMDG members will be organizing events and communicating with one another at www.asiapacific.endpoverty2015.org/imdg.

iMDG, a project of the UN Millennium Campaign, is undertaken in the Philippines by Youth Vote Philippines (YVote), a seven-year project comprising a 5-year monitoring and reporting on the candidates’ positions and actions on the MDGs . The Flash Mob for the Future will send the message that iMDG members are aware of the problem on Universal Primary Education and will be voting in May on the basis of the strength of candidates’ programs on the acceleration of the MDGs, particularly on Education.

With a such a high rate of literacy in the Philippines, standing at 93.9 percent (one of the highest in Southeast Asia), it is surprising that only just over 70 percent of those enrolled in grade 1 will reach grade 5. In the past 20 years there has been a 7 percent increase in Universal Primary Education (MDG 2), just under half the increase needed for the achievement of MDG 2 by 2015.

For Manila’s youth in Manila this situation is an indication that politicians are failing the next generation of Filipinos. Members of the iMDG community will continue to pressure politicians on this point in the months following the Flash Mob. A large multimedia mass will highlight the benefits of meeting MDG promises back in 2000. A multimedia petition will be handed to politicians in April of this year, which expects to elicit formal public statements on a Breakthrough Plan to accelerate MDG progress from 2010-2015.

Other events involving the media include Pictures for Politicians, a challenge for photographers to capture in an artistic manner the many reasons for reaching the MDGs. In the Artwork for MDGs young elementary school children and professionals will be given the freedom to choose the medium of their liking and display what they see as the benefit of achieving the MDGs. Lastly, a forthcoming Films for Change contest will ask budding videographers to produce a short video that will showcase the importance of achieving of MDG 2.

To find submission dates and event guidelines and obtain other information, youth are invited to join the iMDG community at www.asiapacific.endpoverty2015.org/imdg where more information can be found

Which is according to United Nation Millenuem Report that most of the family lives in extreme poverty line ay nabubuhay lamang sa halagang below $1 Dollar or 45 Pesos, which mostly goes straight to major needs of the family which is for food, at ang edukasyon naman ay nagiging pinakahuli sa priority ng pamilya.

And the only classroom they can afford is by setting the class in the cemetery na kung saan tahimik ay makakapag aral mabuti ang mga batang tinutulungan nila.

Efren Peñaflorida's interview on TV Patrol World

Ang usapin ng edukasyon ay nakapaloob sa MDG number 2, Achieve universal primary education na kung saan not all had the change to get the opportunity of having primary education because of poverty where majority of the children living in extreme poverty is forced to work in order to support the needs of their family.

Efren Peñaflorinda is now nominated as one of the top 10 CNN Heroes for 2009, and after knowing all his efforts for our youth isn’t it enough for us to support his plight? I Vote for MDG

1. Eradicate extreme poverty and hunger.
2. Achieve universal primary education.
3. Promote gender equality and empower women.
4. Reduce child mortality.
5. Improve maternal health.
6. Combat HIV/AIDS, malaria and other diseases.
7. Ensure environmental sustainability.
8. Develop a global partnership for development.

Ang Sa Wari Ko Supports BLOG ACTION DAY 08 in its war against POVERTY

Spiritual Poverty - Ayon sa World Vision: "It’s something that doesn’t make headlines next to war, disease and lack of clean water, but in many ways it is equally important when it comes to survival. For people all around the world, including Australia, spirituality can be a source of strength when coping during adversity. It can also be a guiding principle for forgiveness and tolerance that can help prevent conflicts ever happening."

(Changes doesn't happen overnight, and it doesn't jump to nation to other nation that easy, but by sharing ito locally to your fellow countrymen, with your own language. It should start from ourselves first to educate ourselves what's good for us and what is our rights and share it to others).
